Potomac Institute for Policy Studies Senior Fellow Amb. David Smith, (Ret.), is the Director of the Georgian Security Analysis Center in Tbilisi, Georgia. In a recent column for the Georgian publication Tabula, he writes that as Western nations are marking this year's anniversary of the Allied victory over the Nazis in World War II, it's worth noting that Russia is celebrating the occasion, too - despite the Soviets' subsequent history of repression. Smith writes that Moscow's V-E Day parade was expected to feature "20,000 troops, 100 vehicles and flag-bedecked Mi-8 helicopters," a display that he suggests strikes a false note, given Russia's apparent nostalgia for the bad old days of the Soviet Union. Dr. Tawfik Hamid, Chair for the Study of Islamic Radicalism at the Potomac Institute for Policy Studies, is the author of the book Inside Jihad. In an interview with The Christian Science Monitor, he gauged the risk of revenge attacks by Al Qaeda following the death of Osama bin Laden. According to Dr. Hamid, the risk is high. Together with Khatuna Mshvidobadze, Senior Associate at the Georgian Security Analysis Center, he will present, "Russia, Georgia and the Shape of Cyber Wars to Come." The presentation builds upon Smith's recent article,"Moscow: Darkness at 'X' Hour" in Tabula and Mshvidobadze's article in Jane's Defence Weekly, "Is Russia on the Wrong Side of the Net?" The Istanbul conference is sponsored by the Cyber Security Forum Initiative.
