Potomac Institute for Policy Studies Senior Fellow Amb. David Smith, (Ret.), directs the Georgian Security Analysis Center in Tbilisi, Georgia. In a recent issue of the Georgian publication Tabula, he writes about Vice President Biden's recent trip to Russia and the administration's "reset" policy regarding US-Russian relations. Amb. Smith argues the results of US-Russian efforts to work together have been "anemic." Moreover, he argues, the "reset" policy ultimately fails to address key areas of divergence in US and Russian interests, papering over important differences with statements that the two nations can "agree to disagree."
