Potomac Institute Senior Fellow Amb. David J. Smith (Ret.) will address the 76th Rose - Roth Seminar of the NATO Parliamentary Assembly, "Fitting the Caucasus into a Global Framework: Georgian Perspectives and International Stakes," in Tbilisi, Georgia, March 23 - 25.  The seminar will be attended by members of 24 parliaments of NATO member states and associate states, diplomats, NGOs and aother experts.  Amb. Smith will speak on "The Geopolitics of the Russia-Georgia Conflict in a Global Framework." Amb.
